- Total output increased 6.7-fold in 2025 compared to 2003, the volume of industrial output increased 3.1-fold, the total agricultural output increased 2.0-fold, and investment in fixed capital increased 60.2-fold, including construction and installation work, which increased 59.1-fold.

- 17.665 million manat in preferential loans were provided to 811 entrepreneurs through the National Fund for Entrepreneurship Support;

- A total of 13.9 million manat in subsidies was provided to agricultural producers;

- Between 2003 and 2025, 16,313 new jobs have been created, of which 11,172 are permanent;

Operation of the melioration and irrigation systems in the district by the Goygol Water Melioration Systems Operation Directorate during 2021–2025, comprehensive and targeted measures have been implemented to enhance the resilience of the existing infrastructure, reduce water losses, expand irrigated land areas, protect water resources and manage them efficiently, ensure the continuous irrigation of agricultural lands, take preventative measures against floods and storms, as well as to modernise the drinking water and sewerage networks. During this period, the main priority has been to increase the resilience of the existing infrastructure, reduce water losses, expand irrigated land areas, and improve the supply of quality drinking water to the population. Thousands of hectares of agricultural land have been irrigated through 303 sub-artisan wells and 10 pumping stations owned by the department. 5,820 hectares of arable land were irrigated from 303 sub-artesian wells, and a further 1,194 hectares were irrigated from 10 pumping stations. During the irrigation season, planned maintenance was carried out to ensure the uninterrupted operation of the pump stations and sub-artesian wells, with electric motors, pump units, transformers, and control panels regularly inspected and repaired. Pumps that had reached the end of their service life and had reduced efficiency were replaced with new ones, and a number of subartesian wells were re-drilled and brought back into service. As a result, the water supply for hundreds of hectares of farmland has been restored, creating the conditions for increased productivity. Large-scale silt clearance works have been carried out on the main and secondary irrigation canals in the district.   Between 2021 and 2025, a total of 600,000–685,000 cubic metres of silt and sediment were removed by mechanical means. Dozens of hydraulic structures, crossings and hydroposts were repaired, and thousands of square metres of land were cleared of weeds. Various sections of the Xanarx and Arabli canals have been lined with concrete, and water leakage in earthen channels has been prevented. A major reconstruction of the Boshgara pressurised pipeline has been carried out in phases, with worn-out metal pipes replaced with modern and durable materials. Several kilometers of the closed pipelines have been upgraded, and the inlets and outlets of the hydraulic structures have been reinforced. As a result of these measures, technical losses during water transfer have been significantly reduced, ensuring that irrigation water is delivered to the fields more promptly and without wastage. To reduce the risks of floods and inundation, regulation, clearing and bank reinforcement works have been carried out in the riverbeds of the Ganja, Kurek and Qoshqar rivers. Silt, gravel and rock deposits accumulated in the riverbeds were removed by mechanical means, increasing the channel's conveyance capacity. Earth embankments in high-risk areas were reinforced, and protective measures were taken to prevent erosion along the shoreline. The fractured lake was dredged of silt using in-house resources, increasing its water capacity and creating additional water reserves for the irrigation season.

Old metal pipes have been gradually replaced with polyethylene ones, preventing water losses and pressure issues. Subscriber complaints have been investigated promptly, and leaks and accidents have been rectified in a short space of time. Cleaning works were carried out on the sewer lines and collector system, and the sewage wells were washed using specialised equipment. Mechanical and electrical equipment at the wastewater treatment plants was repaired and partially upgraded.  Monitoring of water quality indicators has been intensified, and disinfection measures have been carried out regularly. Electrical supply systems at the pumping stations have been upgraded, the efficiency of the pump units has been increased, and welding and insulation work has been carried out on the pressure pipelines. Preventative measures to extend the service life of equipment have been strengthened, and the mechanism for responding to emergencies has been improved. As a result of all these measures implemented between 2021 and 2025, the district's irrigation and water management infrastructure has been significantly modernised, and the reliability and efficiency of the irrigation systems have been increased. Reducing water losses, modernising the infrastructure, and using existing resources efficiently have made a significant contribution to increasing agricultural production, preserving soil fertility, and improving the social well-being of the population.

A total of 6,900 metres of polyethylene pipe was used for the accident repair and restoration work.

Of the 45 settlements, 34 have been supplied with gas, and the gasification of 11 settlements is ongoing.

To improve the gas supply for customers using natural gas, 187 gas regulators were inspected and 15 were overhauled.

In the village of Uchtepe, Goygol district, to improve the gas supply, a 3,200-metre section of the existing 108 mm steel main pipeline was replaced with 200 metres of 200 mm polyethylene pipe. In Mollacelilli village, a 2,800 p/m gas pipeline with D 57 mm and D 76 mm pipes has been laid.

Work has commenced on the gasification of Gencekend village in the Goygol district. To date, 5,420 p/m of various diameter main and distribution internal village gas lines have been laid.

Gas mains with a total length of 750 p/m and diameters of D57 and D89 mm have been laid on M. Ibragimov, Bulbul, and Q. Mammadov streets.

In the village of Ashıqlı, 1,400 metres of D 76 mm gas mains were laid.

Near the village of Hacıkend, 6,500 metres of new PE 315 mm polyethylene gas mains were laid.

In the villages and towns of Goygol district, 6,355 expired gas meters were replaced with mechanical gas meters; in addition, 813 new meters were installed.

To improve the electricity supply, 226 new meters were installed, 448 meters were replaced with modern ones, and 0.4 kV networks were reconstructed in connection with the reconstruction of the 6/10/0.4 kV networks. -km of transmission line at the Üçtəpə h/x, where 42 unserviceable poles were replaced with new ones, and 0.4 km of transmission line at the 0.4 kV Yeni Zod h/x, where 14 poles were erected for 0.43 km of transmission line, 0.4 km of transmission line by erecting 11 poles in the 0.4 kV Firuzabad transmission line, and 0.5 km of transmission line by erecting 5 poles in the 0.4 kV Topalhesenli transmission line, 22 poles were erected and 0.51 km of transmission line was laid in the 0.4 kV Koshk village line, and 12 poles were erected and 0.51 km of transmission line was laid in the 0.4 kV Qushqara village line, 0.35 km of electricity transmission line was laid in the 0.4 kV Qarabulaq h/x. In the village of Topalhesenli, 3 poles were erected, and 5 poles were erected in the 6 kV Keremli h/x, laying 1.0 km of electricity transmission line, 11 poles were erected in the 10 kV Danayeri distribution network, 6 poles in the 6 kV Murud distribution network, 2 poles in the 10 kV Nadil distribution network, and 7 poles in the 6 kV Zurnabad distribution network. In the service area of Goygol EŞ, 1 x 35/10 kV Qızılca substation and 24 transformers of various capacities were overhauled. During 2020, in connection with the reconstruction of the 6/10/0.4 kV networks, 1.2 km of power transmission line was constructed in the 0.4 kV Uchtepe h/x, with 42 unserviceable poles replaced with new ones, at the 0.4 kV Yeni Zod h/x, 14 poles were erected for 0.43 km of transmission line, 0.4 km of transmission line by erecting 11 poles in the 0.4 kV Firuzabad transmission line, and 0.5 km of transmission line by erecting 5 poles in the 0.4 kV Topalhesenli transmission line, 22 poles were erected at the 0.4 kV Koshku distribution transformer and 12 poles were erected at the 0.4 kV Qushqara distribution transformer, resulting in 0.51 km of power transmission line being installed, 0.35 km of electricity transmission line was laid in the 0.4 kV Qarabulaq h/x. In the village of Topalhesenli, 3 poles were erected, and 5 poles were erected in the 6 kV Keremli h/x, laying 1.0 km of electricity transmission line, 11 poles were erected in the 10 kV Danayeri distribution network, 6 poles in the 6 kV Uhbulaq distribution network, 2 poles in the 10 kV Nadil distribution network, and 7 poles in the 6 kV Zurnabad distribution network. In the service area of Goygol ESH, 1 x 35/10 kV Qızılca substation and 69 transformers of various capacities have been overhauled.

 In addition, 21 defective supports in the 10 kV Aşıqlı h/x have been replaced with new pipe supports. At the 6 kV Murud h/x, 3 damaged poles were replaced with new ones. At the 6 kV Şahriyar h/x, 12 10 kV poles were erected and 1800 metres of cable was laid for the construction of a new substation, One 400 kVA transformer was installed, 80 0.4 kV metal masts were erected and 3100 metres of SIP cable was laid.

Within the district, 106 old-type KTMs have been replaced with new-type ones. In connection with the reconstruction, 661 TM units have been fenced, comprehensively repaired and painted.

The old 35 kV line supplying power to the Göygöl district has been decommissioned, A new 2-circuit 35 kV line was constructed over a distance of 22.6 km, 717 poles were erected, and 135.6 km of overhead insulated neutral conductor (SIP cable) was installed. At the same time, a 35 kV underground cable line was constructed over a distance of 2.6 km, 15.6 km of underground cable was used.

- 6 kV Murovdağ–Mollacəlili h/x-i 12 km, 6 kV Reserve h/x-i 2.1 km, 6 kV Winery h/x-i 1.65 km, 5th City h/x-i 1.5 km, 10 kV Aşıqlı h/x-i 11.4 km have been converted to underground cable. In total, 28.65 km of 10/6 kV h/x-i has been replaced with underground cable.

Reconstruction work is currently being carried out to improve the electricity supply in urban and rural areas.

During 2022-2025, the telecommunications infrastructure was upgraded in the following settlements. A line network has been built in accordance with the number of households, and new GPON technology has been implemented to provide high-speed internet, telephone and TV services to residents, offices, businesses, organisations and catering establishments.
