The Head of the Executive Power
Vugar Vahid oglu Novruzov was born in 1980 in Baku, Azerbaijan. In 2001, he graduated with a bachelor’s degree in Engineering Management from the Azerbaijan Technical University. In 2004, he completed a master’s degree in Accounting and Auditing at the Azerbaijan State University of Economics, and in 2017, he obtained a master’s degree in Public and Municipal Administration from the Academy of Public Administration under the President of the Republic of Azerbaijan.
He began his professional career in 2002–2003 as a senior specialist in the Organizational Department of the Accounts Chamber of the Republic of Azerbaijan. From 2003 to 2007, he held positions as senior specialist, advisor, leading advisor, and sector manager at the Accounts Chamber. From 2007 to 2019, he served in the Territorial-Organizational Affairs Department of the Administration of the President of the Republic of Azerbaijan as advisor and senior advisor. From September 27, 2019, to December 4, 2019, he worked as Deputy Head of the Khazar District Executive Authority in Baku.
By decree of the President of the Republic of Azerbaijan, Ilham Aliyev, dated June 21, 2017, he was awarded the “Medal for Distinction in Civil Service”. As Head of the Naftalan City Executive Authority, Vüqar Novruzov was also awarded the “Heydar Aliyev 100th Anniversary (1923–2023) Jubilee Medal” by decree of the President of the Republic of Azerbaijan dated February 2, 2024.
He is a member of the New Azerbaijan Party and serves as Chief Adviser in civil service.
By decree of the President of the Republic of Azerbaijan, Ilham Aliyev, dated December 4, 2019, he was appointed Head of the Naftalan City Executive Authority. Later, by decree dated November 12, 2025, he was relieved from this position and appointed Head of the Göygöl District Executive Power.
He is married and has three children.
